Abstract: Requiring sharing of primary data and increased transparency are increasing popular. This talk will compare recent actions by the Department of Health and Human Services and the Environmental Protection Agency to probe what is at stake in these requirements and to suggest guidelines for setting limits on how far these mandates should extend.
